Paving Work to Begin on the U.S. Highway 14B Truck Bypass in Pierre 


PIERRE, S.D. – Crews will begin setting up traffic control devices Monday, April 30, in preparation for asphalt paving on U.S. Highway 14B (Garfield Avenue/Truck Bypass) in Pierre. 


The boundaries of the project are from just north of the Airport Road intersection, south to the Highway 34 intersection. 


The first phase of the project will begin on the west side of the truck bypass from Capitol Avenue to Flag Mountain Drive.  Southbound outside-lane traffic will be shifted over to the southbound inside lane and/or placed in the center turn lane through this area, while northbound traffic will remain unimpeded for a week.  


During the week of May 7, traffic will be placed head-to-head in the two existing northbound lanes for the entire length of the project while the west half of the truck bypass is milled and paved.  


Once that phase is complete, traffic will be switched head-to-head in the two new southbound lanes while the east side of the highway is constructed. 


A new sidewalk and barrier wall will be constructed along the west side of the truck bypass from Capitol Avenue to Buffalo Street as part of the project. 


Stop signs will be placed on Fourth Street/Airport Road, and Harrison Avenue/Arthur Avenue because the traffic signals at those two intersections will not be operational during the project. 


A 12-foot-width restriction will be in effect during the construction period, with a signed detour provided across Oahe Dam. 


Access to businesses and residences will be maintained throughout the construction project.


The contractor will provide flaggers at the Capitol Avenue crosswalk for an hour in the morning and an hour in the afternoon while Buchanan Elementary School is in session.The overall completion date for the Highway 14B truck bypass project in Pierre is Oct. 15, although the paving portion is anticipated to be done by the end of August. 


Duininck Inc. of Prinsburg, Minnesota, is the Contractor.
