Rapid City, S.D. – The South Dakota Department of Transportation is holding a public information meeting/open house on the Jackson Boulevard reconstruction project from Mountain View Road to Rapid Creek on Wednesday, Sept. 20, 2011, from 5 p.m. to 7 p.m. at the Meadowbrook Elementary School Cafeteria in Rapid City.


The approximately 1.2 mile long project was previously scheduled to be let to contract in August, but has been rescheduled for contract this coming January.


When completed, the project will have five lanes of concrete pavement, each 11-feet-wide, with left-turn lanes at key intersections, bike lanes for the length of the project, and new water, sanitary and storm sewer lines.


During construction, motorists can expect intermittent lane closures on Jackson Boulevard, beginning next spring, with some longer-term lane closures in mid-August of 2012.


A brief summary of the construction sequence is as follows: 


  • Preliminary utility relocation work tentatively begins in early October.


  • Construction prior to the 2012 Sturgis Rally in early August will mainly consist of utility work outside of Jackson Boulevard., except for storm sewer crossings west of Central Boulevard. Lane closures for portions of the work are anticipated to last two to four weeks. Also during that time, grading and storm water improvements will begin in the areas of Jackson Park, Jackson Pond and the Water Treatment Plant.


  • Construction after the 2012 Sturgis Rally will consist of temporary asphalt widening on the south side of Jackson Boulevard from Sheridan Lake Road to South Mountain View Road. Also included is reconstruction of the north half of the Mountain View Road intersection, including the westbound lanes of Jackson Boulevard.


  • Mountain View Road will be closed at Jackson Boulevard for three weeks to complete the concrete paving and Mountain View realignment. There will be an interim completion date of Nov. 16, 2012, to get all lanes of Jackson Boulevard and Mountain View Road open. Off-line utility and storm water work will continue (weather permitting).


  • In early 2013, a westbound lane closure from Mountain View Road west will be in place to install utilities with mainline reconstruction on Jackson Boulevard scheduled to begin March 5, 2013 (weather permitting). Lane closures and head-to-head traffic can be expected from 1st Avenue through the Mountain View intersection until the end of November, 2013. The substantial completion date for the main portion of Jackson Boulevard construction is Nov. 29, 2013


  • The Sheridan Lake Road/Jackson Boulevard intersection will be completed in two sections, with each half closed for six weeks. The north half is scheduled to be completed first, immediately followed by the south half. No closure of the south half of the intersection will be allowed during the 2013 Sturgis Rally.


  • The detour route for the south half closure will divert traffic from Sheridan Lake Road onto Flormann Street to South Mountain View Road to Jackson Boulevard. A temporary signal will be provided at the Jackson Boulevard/South Mountain View Road intersection.


  • The detour route for the north half closure will divert traffic from Sheridan Lake Road onto Canyon Lake Drive to Mountain View Road to Jackson Boulevard.


  • Minor construction work consisting of pavement marking, sawing/sealing concrete pavement and miscellaneous landscaping is to be completed in 2014, with an overall completion date of June 28, 2014.
