Location: I-90 Eastbound and Westbound Lanes between Haines Ave. and Maple Street in Rapid City

Improvement Type: Bridge Approach Slab Repair, High Friction Surface Treatment, Concrete Pavement Repair, Low Slump Concrete Bridge Deck Overlay, Guardrail Improvement, and Pavement Markings

Cost: $2,368,822

When: April 16, 2018 through Nov. 16, 2018 with minor work in 2019

Planned Improvements:

  • Haines Avenue Bridge:
    • Remove and replace bridge approach slab and concrete pavement to correct the settlement in the roadway and provide a smooth ride.
    • Remove and replace deteriorated and unsound concrete on the bridge decks to extend the service life of the bridges.
    • Install a High Friction Surface Treatment to the roadway and bridge deck to improve driver safety in hazardous driving conditions (rain, snow, and ice).

  • Maple Street Bridge:
    • Remove and replace deteriorated and unsound concrete on the bridge decks and place a new concrete overlay on the decks to extend the service life of the bridges, and to correct the cross slope to improve drainage and safety.
    • Remove and replace bridge approach slabs and concrete pavement to correct the roadway cross slope to improve drainage and safety.
    • Complete improvements to the bridges on this project so that 2 lanes of traffic can be maintained on I-90 during the Lacrosse Street Interchange Reconstruction project.

Construction Phasing:

The project will be constructed in 2 major phases - Map

  • Phase 1 & 1A: Complete work in the eastbound passing (phase 1) and driving (phase 1A) lanes of I-90 at the Haines Avenue and Maple Street bridges. This work will be completed between April 16, 2018 and July 27, 2018.
  • Phase 2 & 2A: Complete work in the westbound passing (phase 2) and driving (phase 2A) lanes of I-90 at the Haines Avenue and Maple Street bridges. This work will be completed between Aug. 13, 2018 and Nov. 16, 2018.

Traffic Impacts:

  • Phase 1 & 1A
    • Eastbound I-90 traffic will be reduced to one lane between Haines Avenue bridge and Maple Street bridge.
    • I-190 Northbound to Eastbound I-90 on ramp will be closed along with the Haines Avenue (Exit 58) eastbound on ramp - Phase 1 Ramp Closures Map
    • Northbound I-190 traffic wanting to go east on I-90 will be detoured to either US16B (Elk Vale Road) or Deadwood Avenue - I-190 Detour Map
    • Haines Avenue eastbound on ramp traffic will be detoured to Mall Drive and Exit 60 - Haines Ave. Detour Map

  • Phase 2 & 2A
    • Westbound I-90 traffic will be reduced to one lane between Maple Street bridge and Haines Avenue bridge
    • Lacrosse Street (Exit 59) westbound on ramp will be closed - Phase 2 Ramp Closures Map
    • Lacrosse Street westbound on-ramp traffic will be detoured to Exit 58 via Mall Drive and Haines Ave. A temporary traffic signal will be installed at the intersection of Mall Drive and Haines Avenue. Haines Ave. Detour Map

The speed limit on I-90 through the construction area will be reduced to 45 mph when work is actively taken place and workers are present. During non-working hours the speed limit will be returned to 65 mph.

During construction, an "Advanced Warning System" will be utilized on I-90 to give vehicular traffic advanced notice if traffic speeds through the construction zone are slowing down and creating traffic backups. The warning system is a series of radars and Changeable Message Boards placed in advance of the work area that display different messages depending on traffic speed and traffic backup, giving drives advanced notice that traffic speeds are reduced ahead or that traffic is stopped ahead to reduce rear-end accidents.

Project Completion:

  • Phase 1 & 1A - start April 16, 2018 with an interim completion date of July 27, 2018.
  • Sturgis Motorcycle Rally Restriction - July 28, 2018 to Aug. 12, 2018 - No work all lanes of traffic open.
  • Phase 2 & 2A - start Aug. 13, 2018 with an interim completion date of Nov. 16, 2018.
  • Overall project completion is July 1, 2019 - minor miscellaneous and cleanup work.
