General Information
The current roadway section of Cliff Ave. from 60th Street North to 67th Street North is known for its large volume of truck traffic, deteriorating pavement with numerous patches, narrow left turn lanes and less than desirable drainage characteristics. The concrete pavement on Interstate 90 was at the end of its useful life being utilized for 52 years dating back to 1961.
What is being built?
The overall total reconstruction project consists of installing two bridges, concrete pavement, curb and gutter, storm sewer, water main, roadway lighting, traffic signals, permanent signing and pavement markings with a cost of $16.3 million. The bridge girders were pre-purchased at a cost of $1.1 million to eliminate potential delays arising from manufacturing.

Start Date: April 8, 2013
Substantial Completion Date: November 8, 2013 for all grading, concrete pavement, lighting, signals, signing and private property surfacing
Project Completion Date: July 18, 2014

Traffic Flow
The Cliff Avenue portion of the project has been divided into smaller phases to reduce disruptions to adjacent businesses and the traveling public. In general, the west side of Cliff Ave. will be constructed first followed by the east side. Thru traffic on Cliff Ave. will be maintained for the duration of the project though motorists are encouraged to use alternate routes as delays are expected. Access to properties adjacent to the project will be maintained at all times, but may change location periodically to accommodate construction activities.
The I-90 portion of the project will construct the westbound lanes of the interstate first followed by the eastbound lanes. Thru traffic on I-90 will be maintained for the duration of the project. Cliff Avenue interchange ramp traffic will be maintained, but the width of the ramps will be reduced during construction.
Public Meetings
Project newsletters will be mailed every week to adjacent landowners to provide updates of the construction. Weekly coordination meetings are being held on Monday mornings at 9:00 a.m. at T&R Contracting’s office which is located at 5000 N Gulby Avenue in Sioux Falls. Property owners are welcome to attend the meetings to hear a summary of the project and ask questions
